Howes Township is frustrated with a 2019 court ruling and bill that reduced local control, returning it to the state.

The Township of Howes has been fighting the addition of a concentrated animal feed operation since 2016, when it was first proposed. The court’s decision in North Dakota Farm Bureau vs. Howes Township was released in late July 2022, siding with each of the North Dakota Farm Bureau’s claims, allowing a pig barn to be built closer to the city limits than the Township of Howes wished.

“A pigpen is a pigpen,” said Randy Coon, a farmer with land in Howes Township. “They have the same problems wherever they are. They spew harmful chemicals and toxic fumes from their manure lagoon.

Coon said the Farm Bureau was taking sides, citing the 14 Farm Bureau members who were in favor of the Howes Township land rollbacks versus the two Farm Bureau members, Gerald and Randal Melvin, who were in opposition.

Howes Township Supervisor and Chair Ron Fraase said Howes Township is not against cattle. Instead, they want it done the right way, he said.

“(Howes Township) has always obeyed the law,” Fraase said. (The North Dakota Farm Bureau) makes us feel like we were doing things wrong.

North Dakota Farm Bureau President Daryl Lies said the North Dakota Farm Bureau supports animal agriculture. He said it would add value, driving up corn and soybean prices due to local demand.

North Dakota lags behind neighboring states in animal husbandry due to regulations, Lies said.

It was a great example,” Lies said. “There was a facility that was to be built to raise pigs and it was going to be owned by several farmers and their families. Overzealous regulation drove them out of here and now we don’t have that opportunity.

Randal Melvin was one such farmer involved in the proposed facility to raise pigs in Howes Township.

Melvin said he thought of his family when considering starting an animal feed operation. He said it takes about 2,000 acres per family member to be economically viable. The increase in corn, wheat and bean acreage was not sustainable, Melvin said.

“My goal is before the day I die, there will be animal agriculture on our farm,” Melvin said. “I can’t tell you if it will be in the next two years or the next five years, but we are looking at some options and we are continuing.”

North Dakota Farm Bureau attorney Tyler Leverington said there are misguided fears about animal agriculture. He said animal agriculture is much more technologically advanced than it was 30 or 40 years ago. Leverington said animal feeding operations are often underground and use chemicals to keep facilities clean and less impactful.

Leverington said the state legislature made changes based on how animal feed operations look in 2022.

“Townships have the power to impose certain types of regulations on animal feeding operations,” Leverington said. “The Township of Howes has gone way beyond the amount of authority they actually have.”

One provision of the case centered on 2019 Senate Bill 2345, which states that townships must provide “compelling and objective evidence” to increase the distance of a concentrated animal feeding operation from the city to at 50%. This setback can be overturned by the North Dakota Commissioner of Agriculture and the Attorney General.

The Township of Howes used the 50% setback. Their evidence was deemed unconvincing in June 2020 by North Dakota Agriculture Commissioner Doug Goehring, stating that the evidence was outdated, not township-specific, and contradictory.

Howes Township President Fraase said he was embarrassed by Goehring’s decision because he said Goehring had never spoken to Howes Township and hadn’t come to see why the site was a problem.

“You just took local control,” Fraase said. “We might as well not have the law on the books that has a gap because no one will be able to use it anyway.”

Farmer Randy Coon said he thinks looking at objective and convincing evidence isn’t really objective. A review of the evidence from Howes Township was conducted by the NDSU. Coon said he didn’t think the analysis was objective because the NDSU is in favor of pig farms.

Coon said the evidence should be reviewed by an objective panel that both sides agree is neutral.

“I don’t think their (NDSU’s) rejection of the analysis was valid,” Coon said.

Former North Dakota state senator Jim Dotzenrod said he was originally in favor of the 2019 Senate Bill 2345, which he said sought to restore local control in requiring concentrated animal feed operations to receive local approval before going into the state.

However, Dotzenrod said the North Dakota House of Representatives passed amendments that allow the state to overturn local setbacks if they cannot find compelling, objective evidence, which Dotzenrod says is a term without legal definition and therefore in the eyes of the beholder.

“The only thing left locally is setback between residences or occupied buildings,” Dotzenrod said. “(The amended bill) took some of it out of the end of the local subdivision and set it aside and gave it to the state, which I objected to.”

Dotzenrod said more concentrated animal feed operations are welcome. He said if local support is received then you will have a controversy-free project for many years.

Farm Bureau President Lies said some aspects are best handled at the state level. An example he used was the environment. Lies said the Department of Environmental Quality has expertise and resources that local townships cannot afford.

Lies added that state scrutiny helps keep neighbors and family histories out of decisions.

“If we can take some of that local emotion out of it and base it on science and facts, (then) I think that’s the positive of having some of that regulated uniformly at the level of the state,” Lies said.

The North Dakota Farm Bureau wants to work with the townships and they want to avoid lawsuits, Lies said. But, Lies added, the North Dakota Farm Bureau must protect people’s ability to do what they want with their private property.

Coon said he doesn’t think the North Dakota Farm Bureau represents farm families. Instead, he said they represented corporations.

“The Farm Bureau claims they are for local control,” Coon said. “They are only meant for local control when it suits their narrative.”

Causeway focuses on evaluation. Clients who invest in our global and international equity strategies expect us to apply our disciplined value approach to equity markets through cycles, regardless of trends. Why then, just as sobriety has gripped the most expensive stocks, are these portfolios’ Causeway value risk factor exposures at such low levels?

We have not abandoned our value philosophy. Now would be an odd time to ‘drift style’, having adhered to our process for the past decade-plus in growth-obsessed markets. On the contrary, we appear to be underexposed to value as some of the most attractive global equity investments are under-rewarded companies that confuse metrics-based value analysis. We believe these beleaguered companies have some of the strongest recovery-inspired risk-adjusted returns of any value stock, far more than the companies at the peak of their profitability in this economic cycle.

Companies in recovery mode typically appear expensive on valuation ratios using earnings or cash flow in their denominators. Many companies that are going through more severe earnings setbacks have reduced or suspended the return of capital to shareholders, their paltry dividend yields falling short of another indicator of core value.

At the end of August 2022, seven of the ten most weighted (i.e. most convinced) holdings in the Causeway international value portfolios and six of the top ten in the Causeway global value portfolios had negative value scores in our risk model. Portfolio-wide, earnings returns for nearly 50% of Causeway’s global and international value stocks are currently below normalized levels. Too expensive for mechanical value strategies and too established to attract go-go growth investors, style investors of all stripes may overlook these under-earners, despite, in our view, their promising upside potential.

Undercompensation typically occurs most often in cyclical industries. As gross domestic product growth slows or even reverses, profits decline for the most economically sensitive companies. At the bottom of the economic cycle, valuation multiples often appear high relative to history and to markets in general. Portfolio manager Jonathan Eng, who leads Causeway’s fundamental research in the industrials and energy sectors, is familiar with this phenomenon. “A cyclical stock may appear most expensive at its best entry point. As a value investor, you need to understand the timing of a company’s earnings cycle. As the economic cycle peaks and earnings peak, many over-earning companies have low valuation multiples (both absolute and relative to their history).

A cyclical stock in a booming economy can appear like a lagoon in a hot desert. But it is a mirage. For example, some of the major constituents of value indices today are oil and gas majors. Unsurprisingly, the profits of these companies are inextricably linked to oil and gas prices. Commodity price spikes will make these stocks appear particularly undervalued. Passive investors looking to track value indices can hold large exposures to these stocks precisely when earnings are peaking and valuation multiples are rising, ending up in hot sand. Portfolio manager Conor Muldoon, head of fundamental commodities research at Causeway, says, “Value benchmarks don’t typically use normalized earnings. Using these longer-term earnings averages, a business can appear much more expensive. With cyclicals, it’s really about taking a contrarian approach.

BREVARD COUNTY • MELBOURNE BEACH, FLORIDA – The inaugural Legends of the Indian River Lagoon, a new hall of fame, will be inducted by the Marine Resources Council at the Hilton Melbourne Beach Oceanfront on November 4.

The event will take place from 5 p.m. to 8 p.m.

Their stories will then be promoted to help draw attention to the significant progress being made in restoring balance to the rapidly developing coastal community east of metropolitan Orlando and what has yet to happen.

The diverse, narrow and fragile 156-mile-long lagoon waterway parallels 40% of Florida’s Atlantic coast and is one of 28 nationally significant estuaries in the United States.

“Legends of the Indian River Lagoon will be the people, organizations and projects that will be long remembered for the protection, restoration, unification and promotion of the coastal community of East Central Florida,” said said MRC Executive Director Leesa Souto, Ph.D.

The legends will be inducted each year, honored at the MRC headquarters in Palm Bay, and their stories will be promoted through various channels to help further the cause of restoring balance to the region.

The celebration will also feature the annual MRC Conservation Awards, comprising five categories: government employee, elected official, volunteer, project of the year and wave maker.

“We need to better understand what is polluting our water and achieve a balance as we develop our communities,” Souto said.

For nearly 15 years I have attended Halloween Horror Nights at Universal Orlando Resort (I was lucky enough to experience it at Islands of Adventure) and I have to say this year is one of the best. If you don’t know what HHN is, it’s the premier Halloween event in the US with 10 haunted houses, five spooky areas and two shows plus hundreds of spooky performers. It’s mecca for anyone who starts the countdown to Halloween on November 1st.

From a house full of bugs to a street full of kids consuming too much “sugar”, this year has it all. Of all my years of visiting, this year is one of the strongest. As we learned from Lora Sauls, Senior Director of Creative Development and Show Direction for Universal Orlando Entertainment Art and Design, this year is all about the holiday that started it all, Halloween. Instead of having lots of cheap houses and scary areas like in the past, the main theme is October 31st, the best night of the year. This is done by celebrating everything that comes to mind when you think of all New Year’s Eve, including universal monsters and scary stories that make you check your closet before bed.

I could break down every house and every spooky area, but we’ll do that in a few videos on our Youtube channelinstead, I want to give you my two MUST DOs for the event.

This house might be one of my all-time favorites, even though I kept calling it “Dead Man’s Wharf”. With incredible visuals and a haunting score, I would visit this set even without the scares. In 2016, the fear zone of Dead Man’s Wharf (see, it was stuck in my head) gave guests their first taste of the aquatic horrors that await them in a small fishing town, but this house really does a job. amazing for transporting guests from the heat of an Orlando night to a spooky pier where you won’t find the Gorton fisherman. Like I said, the visuals and the score are enough to get lost in this massive story, but if you want to know the real backstory, I suggest you check out the Discover Universal Podcast which sets the context for what will undoubtedly go down as the best house of the year.

Macabre! A Halloween Tale

Now, as anyone who’s ever heard my opinion of World of Color at Disney California Adventure knows, I’m not a big fan of fountain shows, but “Ghoulish!: A Halloween Tale” is definitely a MUST DO at HHN This year. This show is pure fun, from the pre-show announcements that don’t take themselves seriously to the visuals that really get you into the spooky mood of the season. Coming back to celebrating Halloween, this lagoon show really captures the camp of the night. With skeletons and pumpkins flashing above the mist screens and buildings surrounding the lagoon, everyone is having a real fun time. My favorite part has to be how they really bring it all around, ranging from the campy early Halloween music to the more contemporary music of The Weeknd, which also has a home this year!

I will say that being a resident of Universal Orlando has spoiled me on Halloween horror nights with my Frequent Fear Pass, but after experiencing the RIP Tour, where a guide walks you through each house and gives you stories of everything, if you are traveling to visit I would recommend this option above all else. September 1—The Town of Mentor continues to add to its already extensive list of parks to provide various outdoor activities for the public.

A groundbreaking ceremony was held August 31 at Springbrook Gardens Park, 6776 Heisley Road, as work begins on a new 4,400 square foot all-weather pavilion.

Members of the Mentor City Council, administration and other local elected officials were on hand to mark the occasion.

The pavilion is being built at a cost of $1.8 million and will contain a heated kitchen, indoor/outdoor washrooms and a larger multipurpose area. Other amenities will include a wood-burning fireplace and an outdoor seating area with a pergola. The project is managed by Zerbe Construction.

In 2015, Mentor purchased the 53-acre Springbrook Gardens nursery from the Schultz family for $2.5 million to preserve the space and create a primarily passive-use park.

Since then, approximately $7.3 million has been invested in the city’s newest park for improvements that include re-grading and soil enrichment of the entire property, planting native flora, pond expansion, construction of a boardwalk and 1.7 miles of paved multi-use trails. , as well as the restoration of a channeled stream that crosses the property.

A playground is also under construction. The work should be completed by the end of the year.

“We really wanted to let the park take its own natural course, do its own thing and not come here and explode into a full-fledged recreation center,” City Council Speaker Matthew Donovan said. “We wanted to preserve the natural space of the park. This new building will be absolutely fantastic.”

With over 1,200 acres of parkland, Mentor offers amenities ranging from pools and water spray parks, playgrounds and award-winning ball diamonds, to the 450-acre Mentor Lagoons Nature Preserve.
